Ethereum Foundation Protocol Cluster Publishes Hegotá EIP Tier List

The Ethereum Foundation Protocol cluster published a unified tier list evaluating 62 Ethereum Improvement Proposals proposed for the Hegotá upgrade on September 7, 2026.

The assessment is the cluster’s first unified view of proposed Hegotá EIPs, replacing separate opinions from individual teams with a single published classification.

The list places two proposals in an S-tier described as must-ship items. It also assigns 15 proposals to an A-tier for items expected to ship, while 28 proposals are marked as declined for inclusion.

A unified view of Hegotá proposals

The publication organizes proposed Hegotá changes into tiers intended to communicate the Protocol cluster’s view of their priority and expected path toward inclusion.

This is an assessment of proposals rather than a statement that every higher-tier EIP has been finalized for the upgrade. The published categories distinguish between must-ship items, proposals expected to ship, lower-tier entries, and proposals declined for inclusion.

Tier list counts

Of the 62 EIPs evaluated, the Protocol cluster assigned two to the S-tier and 15 to the A-tier. The post records 28 proposals as declined, with the remaining proposals assigned to other statuses or lower tiers.

The classifications provide a consolidated reference point for following the Hegotá proposal set and the Protocol cluster’s stated priorities.

  • S-tier: 2 proposals identified as must ship
  • A-tier: 15 proposals identified as expected to ship
  • Declined: 28 proposals marked for exclusion from Hegotá

Clarification added after publication

The Ethereum Foundation post was updated on September 8, 2026, to clarify notes concerning EIP-7716. The supplied publication record does not specify further details of that clarification.

The tier list arrives as Ethereum development continues to consider protocol changes and node-related design questions, including work discussed in coverage of Ethereum’s stateless future.
