Stanford AI Index 2025 Reveals Drop in Optimism — Cost & Energy Trends May Stall AI Uplift

Stanford University’s 2025 AI Index Report highlights that despite major technical progress, public optimism about AI is being tempered by rising energy costs and concerns over sustainability.
The 2025 AI Index Report from Stanford HAI reveals several key findings indicating that AI’s growth is at a crossroads. While performance, adoption, and technological capacity continue to improve, concerns about cost, energy efficiency, and perception are emerging as major constraints.

One of the most striking metrics is the dramatic reduction in inference costs: the cost of querying (i.e. using) AI systems similar to GPT-3.5 dropped by over 280-fold from November 2022 to October 2024. Hardware costs are also falling at roughly 30% per year, and energy efficiency is improving by around 40% annually. These gains are pushing AI toward being more affordable and accessible.

However, the report also notes that in many countries, public sentiment remains mixed. Although optimism is increasing in places like Germany, France, Great Britain, and Canada, it lags in the U.S. and certain European nations. Users remain critically aware of trade-offs: cost savings, yes—but what about power consumption, environmental impact, and bias?

Another concern is sustainability. Even though energy efficiency is improving, total energy usage and carbon emissions from large model training and inference continue to rise. The report underscores that as models get larger and more capable, the environmental footprint grows unless offset by cleaner infrastructure or more efficient architectures.

Governments are responding: regulation, investment in research infrastructure, and funding toward AI that is more efficient and transparent are increasing globally. But the report cautions that technical progress alone may not be enough — public trust, environmental costs, and accessibility must also improve for AI’s full upside to be realized.
