UK Survey Shows Public Sees AI More as Economic Risk Than Opportunity — TBI’s Stark Warning

A new survey from the Tony Blair Institute (TBI) and Ipsos reveals that nearly twice as many Britons view artificial intelligence as a risk to the economy than as an opportunity — a finding that could jeopardize the UK’s AI ambitions.

According to the Tony Blair Institute’s report published September 22, 2025, 38-39% of UK adults now perceive AI as an economic risk, while only about 20% see it as an opportunity. The survey, which polled 3,727 UK adults between 30 May and 4 June 2025, points to growing public skepticism that may undermine the push to make Britain a global AI leader.

Key findings include that lack of trust (38%) in AI outputs is the top barrier to adoption. Many Britons remain unfamiliar with AI: nearly half of respondents reported never using generative-AI tools in their work or personal lives. Meanwhile, frequent users are markedly more positive — familiarity appears to correlate strongly with optimism.

Furthermore, perceptions vary by demographic lines: younger people, higher income groups, and those with better AI literacy are significantly more likely to view AI as an opportunity, while older age groups and those with lower confidence lean toward risk. Concerns center on job displacement, ethical issues, and the impact of AI in everyday life.

The TBI warns that this public sentiment mismatch could threaten policy goals such as the UK’s AI Opportunities Action Plan and its efforts to position Britain as an “AI superpower.” TBI recommends stronger public engagement, improving AI education and skills, enhancing transparency and regulation, and more visible use-cases that demonstrate AI’s benefits.
