In a proactive step to counter the rising misuse of cryptocurrency for illicit activities, the Organization for Security and Co-operation in Europe (OSCE) conducted an intensive three-day training program for Ukrainian officials from November 20 to 22.

Aimed at equipping officials with advanced skills, the training focused on blockchain analysis, tracing suspicious crypto transactions, and applying state-of-the-art tools to combat financial crimes.

Key Highlights of the Training

  • Participants: Twelve officials from Ukraine’s National Securities and Stock Market Commission attended the program.

    • Understanding crypto-assets taxonomy.
    • Blockchain fundamentals and transaction tracing techniques.
    • Practical use of blockchain analytics tools for Bitcoin (BTC) and Ethereum (ETH).
  • Simulated Exercises: Hands-on simulations allowed participants to practice detecting illicit transaction patterns in real-time scenarios.

Maksym Mishalov Dragunov, Assistant Project Officer at OSCE, emphasized the dual nature of cryptocurrencies:

“Cryptocurrency offers borderless, instantaneous transfers but poses significant risks for illegal activities like money laundering.”

A Collaborative Initiative

The OSCE initiative is part of the extrabudgetary project “Innovative Policy Solutions to Mitigate Money-Laundering Risks of Virtual Assets,” funded by nations such as Germany, Italy, Poland, Romania, the UK, and the US.

The program aims to enhance participating states’ capabilities to manage the risks associated with virtual assets.
