Coinbase Ireland agrees €3.25 million settlement over safeguarding issues

Coinbase Ireland Limited has agreed to pay a €3,252,618 monetary penalty in a settlement with the Central Bank of Ireland concerning historical safeguarding practices, outsourcing oversight and safeguarding-account processes.

The penalty, equivalent to about $3.6 million, has not yet taken effect. Independent reporting said it requires confirmation by Ireland’s High Court.

The case concerns conduct spanning 2020 to 2025, according to reporting on the enforcement action. Coinbase said no customer suffered a financial loss or lost access to funds because of the issues.

The settlement puts attention on how crypto businesses segregate customer money and oversee operational arrangements, areas that remain central to regulatory scrutiny across the sector.

What the settlement covers

Coinbase said the settlement addresses historical failures related to customer-fund safeguarding, outsourcing oversight and processes for safeguarding accounts. The company agreed to the €3,252,618 fine with the Central Bank of Ireland.

Reuters and The Irish Times reported that the breaches occurred between November 2020 and August 2025. The available reporting indicates that High Court confirmation is still needed before the sanction becomes effective.

The matter is separate from market-performance questions such as those discussed in J.P. Morgan Asset Management’s long-term bitcoin base case; this case instead concerns controls around customer funds and operational oversight.

  • Agreed monetary penalty: €3,252,618
  • Issues cited: safeguarding, outsourcing oversight and safeguarding-account processes
  • Reported period of breaches: November 2020 to August 2025
  • Status: subject to High Court confirmation, according to independent reporting

Silvergate-era customer deposits

Coinbase said that, during the 2023 U.S. banking crisis, it directed 30 customers to deposit funds into a Coinbase, Inc. account at another U.S. bank after Silvergate was at risk of failure.

According to Coinbase, those deposits were temporarily mixed with funds belonging to customers of another Coinbase entity. Coinbase said that no customer lost money or was unable to access funds as a result.

The episode illustrates why safeguarding arrangements and account-designation procedures are a focus for regulators, particularly when banking disruptions require firms to change payment routes.

Regulatory focus on customer protections

The settlement adds to wider regulatory attention on crypto firms’ handling of customer assets, third-party arrangements and internal controls. It does not establish that Coinbase customers incurred losses in the events described; Coinbase has said they did not.

Safeguarding controls are distinct from technical wallet-security concerns, including investigations into reports of compromised wallets. In both areas, the underlying issue is whether customer assets are protected through effective processes and oversight.

Coinbase’s agreement resolves the historical issues on the terms described by the company, while the reported court-confirmation requirement remains the next step for the sanction.
