Ethereum Foundation Protocol Cluster Sets Priorities Through 2029

The Ethereum Foundation’s Protocol cluster has published a roadmap setting out its protocol work commitments through 2029. The plan groups development around immediate engineering work and longer-term research across several parts of the Ethereum protocol.

A central target is quantum resistance for Ethereum’s execution, consensus and data layers by December 2029. The roadmap also defines interim post-quantum milestones, indicating that the work is intended to progress through staged protocol changes rather than a single upgrade.

The cluster identifies five research arcs that extend across multiple forks: fast finality, post-quantum security, privacy, state and zkEVM. These areas frame the protocol team’s longer-range research agenda alongside work planned for the Hegotá hard fork.

Post-quantum work receives a 2029 target

The roadmap sets December 2029 as the target for quantum resistance across Ethereum’s execution, consensus and data layers. This places post-quantum security among the Protocol cluster’s stated multi-year priorities.

The plan introduces a minimum-viable post-quantum milestone at J*. It also places a post-quantum public-key registry in I*, establishing separate steps in the cluster’s outlined path toward broader quantum resistance.

Five research arcs span multiple forks

The Protocol cluster’s longer-term agenda is organized around five multi-fork research arcs: fast finality, post-quantum security, privacy, state and zkEVM. The structure indicates that these topics are not presented as isolated changes tied to a single network upgrade.

Fast finality concerns the speed at which transactions receive final confirmation, while the other arcs cover security against future cryptographic threats, privacy, Ethereum’s state and zkEVM research. The published priorities place each of these subjects within continuing protocol work through 2029.

Hegotá engineering commitments

For Hegotá, the Protocol cluster identifies FOCIL and Frame Transactions as its core engineering commitments. The roadmap says the two are expected to ship together safely.
