EF Protocol Publishes Hegotá EIP Tier List Covering 62 Proposals

The Ethereum Foundation Protocol cluster published its first unified opinion post and tier list for the Hegotá upgrade on September 7, 2026. The assessment covers 62 proposed Ethereum Improvement Proposals, or EIPs.

The list places proposals into S, A, B, C, DFI and TBD categories. It presents the cluster’s view of which changes should be included in the planned upgrade and which require more work or should not be included.

EIP-7805, known as FOCIL, and EIP-8141, known as Frame Transactions, were named S-tier must-ship items. The post also lists 15 proposals at A tier as expected to ship.

The publication does not treat every proposal as ready for inclusion. It says 28 proposals were declined, while several others remain dependent on technical prototypes, further specification work, ecosystem analysis or mainnet data following Glamsterdam.
