Moscow Exchange plans Dec. 1 launch for Bitcoin, Ether and USDT trading

Moscow Exchange plans to launch an organized digital-currency market on Dec. 1, 2026, according to the exchange. The planned market would initially offer instruments tied to Bitcoin, Ether and Tether’s USDT.

The exchange said trading will be conducted through its existing market infrastructure, with settlement handled by the National Clearing Center. Pilot transactions are due to start as participating firms become technically and operationally ready.

The plan outlines separate access conditions for non-qualified investors, including mandatory testing and an annual purchase limit of 300,000 rubles through a single broker.

The proposed launch comes while Moscow Exchange and the National Clearing Center remain subject to U.S. sanctions. The U.S. Treasury’s Office of Foreign Assets Control designated both entities on June 12, 2024, under Executive Order 14024.

Initial instruments and market structure

Moscow Exchange said the initial set of digital-currency instruments will include Bitcoin, Ether and USDT. The instruments will be available in address-based and addressless modes.

The exchange plans to use its existing market infrastructure for trading and the National Clearing Center for settlement. The announcement describes a phased start, with pilot transactions beginning as market participants connect to the platform and complete required preparations.

The Dec. 1 date is a planned launch date. The exchange’s stated readiness-based approach means initial pilot activity depends on participating firms being technically and operationally prepared.

  • Planned launch date: Dec. 1, 2026.
  • Initial digital currencies: Bitcoin, Ether and USDT.
  • Settlement: National Clearing Center.
  • Initial activity: pilot transactions as participants become ready.

Rules for non-qualified investors

Non-qualified investors will be required to pass testing before accessing the planned market, Moscow Exchange said. They will also face a 300,000-ruble annual limit on purchases through one broker.

The stated limit applies per broker. The exchange’s announcement does not indicate in the supplied information whether additional instruments or investor rules could be added after the initial rollout.

Sanctions context

OFAC says it designated Moscow Exchange and the National Clearing Center on June 12, 2024, pursuant to Executive Order 14024. That designation is separate from Moscow Exchange’s operational announcement about the planned digital-currency market.

The proposed venue would add another organized-market route for the three initial digital currencies, subject to the exchange’s rollout process and the investor conditions it described. Separately, developments in Bitcoin markets continue across other trading and investment venues.
