Political Consultant Indicted for AI-Generated Biden Robocalls in Election Scandal

Steven Kramer, a Democratic consultant, faces indictment for creating AI-generated robocalls mimicking President Biden’s voice to influence New Hampshire’s primary elections. This marks a critical incident highlighting the misuse of AI in politics.

A Democratic political consultant has been indicted for orchestrating a series of artificial intelligence-generated robocalls that impersonated President Joe Biden during New Hampshire’s Democratic primary election. This unprecedented incident underscores the potential dangers of AI misuse in political campaigns.

The New Hampshire Attorney General’s Office announced the indictment of Steven Kramer, a New Orleans-based political consultant, on May 23. Kramer, who was working for rival candidate Dean Phillips, allegedly employed deepfake technology to create and disseminate thousands of robocalls. These calls, which used a convincing imitation of President Biden’s voice, urged recipients not to vote.

Attorney General John Formella has charged Kramer with 13 felony counts of voter suppression and 13 misdemeanor counts of impersonation. The indictment reflects the gravity of the offenses, with Kramer facing significant legal consequences for his actions.

The Federal Communications Commission (FCC) has also taken action against Kramer, proposing a $6 million fine for violating caller ID regulations with the deepfake robocalls. The calls were transmitted by Lingo Telecom, which now faces a proposed FCC fine of $2 million for mislabeling the calls, complicating detection of the spoofed messages.

“I hope that our respective enforcement actions send a strong deterrent signal to anyone who might consider interfering with elections, whether through the use of artificial intelligence or otherwise,” stated Attorney General Formella.

Kramer has defended his actions, claiming in a February NBC interview that his campaign was intended as a form of civil disobedience to highlight the risks of AI in political processes. “This is a way for me to make a difference, and I have,” he stated, adding, “For $500, I got about $5 million worth of action, whether that be media attention or regulatory action.”

The incident has intensified concerns about the potential for AI-generated content to deceive voters, particularly as the 2024 elections approach. The Biden campaign has responded by forming an interdepartmental team to address and mitigate the potential impacts of AI on the election process.

In March, Cointelegraph reported an increase in AI-generated deepfakes, emphasizing the importance for voters to become adept at identifying such fabrications. Furthermore, in February, twenty of the largest AI technology companies committed to preventing their software from being used to influence elections.

This case marks a pivotal moment in the ongoing discourse about the ethical use of AI in politics and the need for robust regulatory frameworks to prevent similar incidents in the future.
