Tether CEO Disputes Senate Findings on Iran-Linked USDT Activity

Tether CEO Paolo Ardoino has challenged a Senate investigation’s assessment of USDT’s role in Iran-linked financial networks, arguing that the inquiry did not adequately account for the issuer’s sanctions-enforcement actions.

CoinDesk reported on October 19 that Ardoino said Tether’s wallet freezes and related measures contributed to a 94% decline in Iran-linked stablecoin transaction volumes. That reduction is Tether’s own assessment and was not independently verified in the available primary sources.

The dispute centers on opposing conclusions about the effectiveness of Tether’s controls. Tether says its actions have reduced illicit use, while Senate investigators say USDT remained central to Iran’s shadow-banking network and that some clearly illicit wallets were not frozen.

Tether cites freezes and lower volumes

Tether said it had supported freezes of nearly $550 million in Iran-linked USDT during 2026. Ardoino presented the freezes as evidence that the company can act against wallets connected to sanctions concerns.

The company also attributed a 94% fall in Iran-linked stablecoin volumes to its enforcement activity. The available evidence identifies that figure as a Tether claim rather than an independently established measurement.

The response places wallet-freezing authority at the center of Tether’s defense. It argues that issuer-led enforcement can restrict the movement of tokens connected to prohibited activity when relevant wallets are identified.

Senate investigation reaches the opposite conclusion

The Senate investigation reached a materially different conclusion, stating that USDT had become a major payment mechanism for Iran-linked networks. Investigators also said Tether had failed to freeze some wallets they characterized as clearly illicit.

According to the Senate material, 84% of 846 Iran-associated or proxy-linked wallets reviewed had transacted exclusively or nearly exclusively in USDT. That finding underpins the investigators’ view that the stablecoin played a significant role in the networks they examined.

The competing accounts do not resolve whether Tether’s enforcement actions were sufficient. They instead reflect a disagreement over the scale of remaining activity, the adequacy of wallet controls, and how the impact of freezes should be measured.

Compliance scrutiny remains in focus

The clash illustrates the broader scrutiny facing centralized stablecoin issuers, whose ability to freeze addresses is often presented as a compliance tool but can also become a focus of questions about response speed and coverage.

Regulatory questions remain prominent across the digital-asset market. In a separate policy development, the CFTC has proposed crypto market rules while leaving a gap around spot trading.

For Tether, the immediate issue is the difference between its reported enforcement results and the Senate investigation’s assessment of USDT’s continuing use in Iran-linked finance. Neither position is reconciled by the evidence available here.
