CFTC Chair Cites Binance Hack in Call for Offshore Exchange Registration

CFTC Chairman Michael Selig said the Binance security incident supports his argument for a federal framework that would allow offshore crypto exchanges to register with the Commodity Futures Trading Commission.

Selig said offshore venues do not have the safeguards present in U.S. financial markets. His proposed option would require participating exchanges to meet U.S.-style cybersecurity standards.

Binance has estimated that the incident resulted in approximately $6.3 billion in token losses. The company said it will cover the impact through its SAFU fund and company funds.

Selig ties security incident to CFTC proposal

Selig presented the Binance incident as evidence for the CFTC’s proposed crypto-market regulations. The proposal he described would create a federal route for offshore exchanges to register with the agency rather than remain outside that framework.

The comments frame cybersecurity requirements as a central part of the registration debate. They do not establish that registration alone would have prevented the Binance incident.

Binance reports a more complex breach investigation

Binance said its investigation identified additional points of breach beyond an initially suspected compromised laptop. The exchange said the attack was more complex than the use of one engineer’s permissions.

That update leaves uncertainty around the precise attack path. It also conflicts with a simpler characterization that the incident resulted from a vulnerability introduced through a laptop.

Loss estimate and policy implications

Binance’s official estimate is approximately $6.3 billion in token losses. Other reported figures differ, so the company’s estimate is the clearest available figure in the supplied evidence.

The incident has added to scrutiny of how exchanges operate across jurisdictions and what cybersecurity standards regulators may seek to impose.
