FINTRAC’s report emphasizes the increasing use of cryptocurrencies in laundering proceeds from synthetic fentanyl and opioids. To combat this, the agency outlined several red flags:
- Crypto-to-Fiat Conversions: Large, rapid transactions involving newly created accounts.
- Virtual Wallet Activity: Use of multiple wallets to obscure transaction origins.
- Cross-Border Transfers: Funds moved internationally or deposited into cryptocurrency exchanges from accounts tied to high-risk regions or previously flagged for suspicious activity.
The agency urged law enforcement and financial institutions to remain vigilant and integrate these warning signs into their anti-money laundering (AML) frameworks.

This effort aligns with Project Guardian, a public-private initiative led by the Canadian Imperial Bank of Commerce (CIBC) since 2018. The project focuses on targeting synthetic opioid-related money laundering by fostering collaboration among financial institutions, law enforcement, and international partners.
