Brazil Weighs $19B Bitcoin Strategic Reserve to Shield Finances from Volatility

Brazil is preparing a groundbreaking proposal to allocate up to $19 billion in Bitcoin to a national strategic reserve, aiming to strengthen financial resilience and modernize treasury management.

Brazil is nearing a potential landmark moment: legislators will initiate debate on a proposal to establish a Bitcoin Strategic Reserve (RESBit), possibly allocating nearly $19 billion in BTC to protect the nation against currency instability and geopolitical shocks. The hearing is scheduled for August 20 before the Chamber of Deputies. Unlike a fast-tracked bill, lawmakers intend to gather input from regulators, banks, and the crypto community—featuring insights from Diego Kolling, Bitcoin strategist at Méliuz, and Julia Rosim, head of public policy at Bitso and coordinator at ABCripto.

If passed, custody of the Bitcoin reserve would fall under the joint responsibility of Brazil’s Central Bank and Ministry of Finance, and require regular performance and risk disclosures. Proponents point to Brazil’s leading position in the Latin American crypto market—with over $76 billion in trading volume last year—and its global adoption rank of 10th, as evidence that the country is well-positioned for such a bold financial innovation.

The bill, introduced by Deputy Luiz Philippe de Orleans e Bragança and sponsored by Eros Biondini, still faces a rigorous legislative path, including approval by four congressional committees before moving to full votes in both chambers. Supporters argue this initiative could redefine monetary strategies for emerging economies—even as skeptics raise concerns about Bitcoin’s volatility.
